Overall goal


Das Oberziel des Projekts ist die Stärkung der Kapazitäten der moldauischen Verwaltung auf zentraler, regionaler und lokaler Ebene um eine bessere strategische Orientierung und eine Einbindung in Aktivitäten im Rahmen regionaler Strategien zu ermöglichen. Dadurch soll eine höhere Absorptionskapazität sichergestellt und die Verwaltung von EU-finanzierten Projekten effizienter gestaltet werden. Das Projekt setzt an 4 Schwerpunkten an:

1. Schaffung eines institutionellen und rechtlichen Rahmens in der Republik Moldau zur verstärkten Koordination in der Implementierung der EU-Donauraumstrategie, um die Kohärenz, Effizienz und die bestmögliche Wirkung in der Donauregion sicherzustellen

2. Bewusstseinsaufbau relevanter Stakeholder über die Vorteile, die eine Teilnahme Moldaus an regionalen Projekten bringen kann

3. Stärkung der Kapazitäten nationaler Institutionen durch Schaffung eines institutionellen Rahmens für ein Management- und Steuerungssystem sowie den Programmierungsprozess für das Cross Border Cooperation Programme der EK

4. Förderung der Kapazitäten von Institutionen in der Umsetzung von Projekten, die im Rahmen neuer regionaler Initiativen und Finanzierunginstrumente für die grenzüberschreitende Kooperation 2014-2020 implementiert werden.

Projektzielgruppen:

- 100 Personen in Zentralbehörden, die mit der Koordination der EUDRS und regionalen EK-finanzierten Programmen befasst sind

- ca. 300 VertreterInnen staatlicher und nichtstaatlicher Institutionen, v.a. Förderempfänger nationaler, transnationaler und grenzüberschreitender Projekte

- 150 VertreterInnen potenzieller Fördernehmer, z.B. Regionalbehörden, Kammern, Bildungseinrichtungen, Energieagenturen etc.

- ca. 800 Personen werden über Möglichkeiten, die EUDRS-Projekte bieten, informiert

- 75 Fachleute nehmen an Trainings zur zielkonformen Mittelverwendung und zu Monitoring der Implementierung in EU-finanzierten Projekten teil

- ca. 100 Personen profitieren vom Erfahrungsaustauch aus anderen Donauländern

    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
