Overall goal


Die Regierung des Südsudans strebt ein dezentrales Verwaltungssystem an. Die Dezentralisierung verlangt den Aufbau von dezentralen Institutionen und die Schulung von Personal auf allen Regierungsebenen. Das öffentlichen Verwaltungssystem ist im Aufbau begriffen und bislang auf allen Ebenen nur rudimentär vorhanden. Vor diesem Hintergrund verfolgt das gegenständliche Projekt folgende Zielsetzungen unter Einbindung nachstehender Zielgruppen:

Oberziel ist die Förderung partizipativer und demokratischer Entwicklungsansätze im Südsudan.


Spezifisches Ziel ist die solide Grundschulbildung und Capacity Building für Communities und lokale Behörden im Lakes, Awail und Warrap Gebiet.


Die Unterzeichnung des riedensabkommens im Jahr 2005 liegt 3 Jahre zurück; zugleich steht das Referendum über die Unabhängigkeit des Südsudans im Jahr 2011 bevor. Der Bedarf an Grundrechts- und Bürgerrechtserziehung ist groß und dringlich: Die Bevölkerung muß in demokratische Grundprinzipien und -werte, in Rechte und Pflichten des Bürgers in einem demokratischen Gefüge eingeführt werden. Der einzelne muß sich seiner Rolle in diesem neuen System bewusst werden und dessen, dass Entwicklung nicht nur von "oben", sondern auch von unten ihren Lauf nehmen muß. Ziel dieses Projektes ist es, lokale Entwicklungsinitiativen zu unterstützen und zu ermöglichen - und dass diese Initiativen von Communities und lokalen Behörden gemeinsam vorangetrieben werden.

13.630 Schüler in 8 Community Schulen and 12 Diözesanen Grundschulen;

180 Lehrer von 15 Community Schulen and 226 Lehrer von 12 Diözesanen Schulen;

500 Community-Mitglieder von 8 Community und 12 Diözesanen Schulen;

200 Eltern und Opinion Leader

50 lokale Regierungsvertreter

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
