Das Projekt "Entwicklung der Hauskrankenpflege in Mazedonien" des ÖRK verfolgt das Ziel, in den Gemeinden Skopje, Kriva Palanka und Veles mobile Pflegeteams aufzubauen.

Mazedonien ist mit einer alternden Gesellschaft und dem Zerfall traditioneller Familienstrukturen konfrontiert. Durch die zunehmende Lebenserwartung steigt vor allem der Bedarf in der Langzeitpflege. Mobile Pflegedienste werden derzeit nicht angeboten. Nach vorsichtiger Schätzung benötigen schon jetzt etwa 20.000 Menschen mobile Pflegedienste.

Die lokalen Rotkreuz-Dienststellen arbeiten mit den drei Gemeindeverwaltungen und den Gesundheitseinrichtungen zusammen. In der ersten Projektphase wird eine Bedarfsanalyse in den Pilotgemeinden durchgeführt.

Beim Aufbau der mobilen Teams bestehend aus den Leiterinnen und jeweils 2 diplomierten Pflegekräften werden zusätzlich 20 Freiwillige eingebunden, welche die Klienten bei der Haushaltsorganisation unterstützen. Wesentliche Aktivitäten beziehen sich auf Ausbildung und Trainings. Unter anderem sind Praktika in Österreich vorgesehen. Eine weitere wichtige Projektkomponente ist die Koordination mit den zuständigen Ministerien. Um die Kooperation mit öffentlichen Einrichtungen und den Know-how-Transfer sicherzustellen, wird eine gemeinsame Steuerungsgruppe eingerichtet. Das ermöglicht eine effektive Projektsteuerung und die Ausarbeitung von Standards und Vorschriften. Bewusstseins- und Medienarbeit bilden wichtige Aktivitäten, unter anderem werden in einem abschließenden Workshop, die Resultate und Lessons learnt präsentiert.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
