Overall goal


Das Projekt verfolgt das Ziel, den seit mehreren Jahren in Gang gekommenen Autonomieprozess der indigenen Völker in der Pazifik-, Zentrums- und Nordregion Nicaraguas (PCN) durch die Schaffung und Entwicklung gemeindeeigener Wirtschaftsstrukturen zu konsolidieren. Die Gemeindeautonomien sollen durch die Erweiterung ihrer wirtschaftlichen Lebensgrundlagen im Rahmen eines von der Regierung in Auftrag gegebenen integralen Entwicklungsplans (‚Plan de Desarrollo Humano‘ / PDH), der gleichzeitig die Grundlage für einen Dialogprozess zwischen den Indígenas der PCN und der Regierung bildet, gestärkt werden.

Das Projekt besteht aus folgenden Komponenten:

-'Ausbildung von ca. 25 ‚talentos indígenas‘ (indigenen – bevorzugt weiblichen und jugendlichen - Fachkräften) aus sieben Territorien in den Fächern Methoden der sozialanthropologischen Forschung, Planung und Verwaltung von Projekten, lokales Management, Grundlagen der Betriebswirtschaft.

-'Durchführung einer partizipativen Forschung in den 22 indigenen Gemeindegebieten einschließlich der Planung von 5 – 7 Pilotprojekten auf der Grundlage des spezifischen Know-hows der ortsansässigen Bevölkerung; Einrichtung eines Dokumentationszentrums mit audiovisuellen Beiträgen zur Erleichterung des Erfahrungsaustauschs.

-'Erarbeitung eines integralen Entwicklungsplans (‚Plan de Desarrollo Humano‘ / PDH) durch eine aus indigenen VertreterInnen, nationalen und (beratender) internationalen ExpertInnen sowie RegierungsvertreterInnen und Mitgliedern des UN-Hochkommissariats für Menschenrechte bestehende Kommission.

-'Abstimmung und Beschlussfassung über die einzelnen Projektkomponenten und des Entwicklungsplans (PDH) im Rahmen von periodischen Treffen der neu entstandenen autonomen Strukturen (‚Asambleas locales y territoriales‘, ‚Consejo de los Pueblos indígenas del PCN‘).

Von den Maßnahmen profitieren indirekt die etwa 330.000 EinwohnerInnen der 22 indigenen Gebiete der Pazifik-, Zentrums- und Nordregion Nicaraguas.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
