Overall goal


Die Pariser Deklaration von März 2005 sowie die Accra Agenda for Action von 2008 haben die Rolle der zivilen Gesellschaft unterstrichen und ihre nähere Einbindung für die Steigerung der Wirksamkeit von Hilfe und Optimierung der Entwicklungszusammenarbeit stark eingefordert. Im Rahmen der Donor Group on Civil Society and Aid Effectiveness die sich im Rahmen des DAC (Development Assistance commitee der OECD) regelmäßig trifft, wurden zwei gemeinsame strategische Evaluierungen beauftragt um die Kooperation, Synergien und Unterstützung von wesentlichen Akteure der zivilen Gesellschaft zu verbessern.


Die gegenständliche Evaluierung wird von der ADA (Austrian Development Agency), Danida (Danish International Development Assistance) und Sida (Swedish International Development Co-operation Agency) finanziert. CIDA (Canadian International Development Agency), Finida (Ministry of Foreign Affairs of Finland) und SDC (Swiss Development Cooperation) unterstützen die Evaluierung als aktive Teilnehmer in der Referenzgruppe.


Ziel der Evaluierung ist das Lernen wie zivile Gesellschaftsorganisationen in ihrem respektiven Umfeld im Bereich von Politikdialog besser unterstützt werden können. Die Länderstudien werden in zwei Schwerpunktländer der OEZA nämlich Uganda, und Mosambique sowie in Bangladesh stattfinden. Ein besseres Verständnis der Kooperation mit der zivilen Gesellschaft in diesen Partnerländern ist für die weitere Programmierung der OEZA sehr hilfreich. Weiters sollten die Empfehlungen wie Politik Dialog am effektivsten unterstützt werden kann für weitere strategische Überlegungen im gesamten OEZA Portfolio einfließen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
