Short Description:

Overall goal


The UN Convention to Combat Desertification currently goes through a decisive period. The eighth session of the Conference of the Parties taking place in Madrid from 3. - 14. September 2007 will consider important issues, a.o. with regard to the implementation of the convention so far and its institutional arrangements as well as the draft 10 year strategic plan to further enhance the implementation. This given, it is essential that particularly the country parties affected by desertification and key NGOs from the South can adequately participate in the conference, (1) to make sure that their specific views will influence the deliberations and (2) to enhance their knowhow, networking and negotiating capacities .


The convention secretariat has created a Special Fund to support the participation of representatives of 157 eligible member countries in meetings and conferences for this purpose. ADA is contributing on behalf of the Minstry of Foreign Affairs to this Special Fund, whereby an agreement was made that the Austrian contribution shall facilitate, above all, the participation of representatives of affected ADA partner countries, namely Senegal, Burkina Faso, Ethiopia and Mozambique, as well as Uganda, Tanzania and Cap Verde, or any other SIDS country.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
