Overall goal


Obwohl Südafrika soeben die erste Demokratiedekade beendet hat und phänomenale Leistungen verbuchen kann, steht dem Land immer noch ein langer und harter Weg bevor. Dies bezieht sich speziell auf die lokalen Regierungen. Diese neuen Regierungsadministrationen auf subnationaler Ebene stehen in vieler Hinsicht noch nicht auf festen Fundamenten. Dies trifft vor allem auf Gebiete und Regionen des Landes zu, die bisher durch traditionelle Autoritäten verwaltet worden sind. Verstärkt wird diese Herausforderung durch die Tatsache, dass viele dieser Gebiete auch die am stärksten von Armut und Unterentwicklung betroffenen sind und eine effektive und funktionierende subnationale Regierung am meisten benötigen.


Die Strategie der OEZA in Südafrika, welche darauf abzielt subnationale Regierungen in ihrer Entwicklungsrolle zu stärken, kann und wird einen kleinen Beitrag zu dieser Aufgabe leisten.


Das geplante Vorhaben fokussiert auf einen der ärmsten Distrikte in Eastern Cape mit einer Problematik auf Grund seiner geographischen Struktur. Gespalten in zwei unterschiedliche Teile ist eine effektive Koordination und Kommunikation in der Entwicklungsplanung und -implementierung besonders schwierig.


Die Zielsetzung des geplanten Vorhabens ist die Einrichtung einer effektiven Kommunikation und Koordination in der Entwicklungsplanung, ein regelmäßiges Review dieser Pläne und der Umsetzung der daraus durchgeführten Projekte. Die Hauptaktivitäten sind die technische Beratung und Ausbildung der Munizipien und Organisationen auf Gemeindebasis im Alfred Nzo Distrikt.


Die Zielgruppe sind die MitarbeiterInnen der Gemeindeverwaltungen und der Organisationen der zivilen Bevölkerung im Afred Nzo District. Die lokale Partnerorganisation ist die Gemeine Alfred Nzo.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
