Overall goal


Weltweit besteht ein großer Bedarf an qualifizierten Fachkräften. Praxisnahe Berufsbildungsmodelle wie die Lehrlingsausbildung üben für Regierungen und Wirtschaft eine große Attraktivität aus. Die Lehrlingsausbildung hat im deutschsprachigen Raum eine lange Tradition. Sie fußt auf der Zusammenarbeit von öffentlichem und privatem Sektor. Betrieb und Schule zeichnen gemeinsam für die arbeitsmarktrelevante, praxisnahe Ausbildung mit theoretischem Fundament verantwortlich. In vielen Ländern fehlt diese Form des öffentlich-privaten Zusammenspiels bislang jedoch und stellt ein wenig genutztes Potential gerade auch vor dem Hintergrund der hohen Jugendarbeitslosigkeit dar.

 


Expected results


Gemeinsam mit den EZA-Geberinstitutionen der Schweiz (DEZA), Deutschlands (BMZ) und Liechtensteins (LED) plant die ADA die duale Ausbildung für den Bereich der Entwicklungszusammenarbeit praktikabel zu machen. Die Initiative

• verstärkt die Zusammenarbeit zwischen den Institutionen,

• arbeitet an praktikablen Ansätzen für den EZA-Bereich und

• erzeugt öffentliche Wahrnehmung auf internationaler EZA-Ebene.

• Wichtig für die Initiative ist die praktische Umsetzung konzipierter Ansätze in Projekten/Programmen.

 


Target group / Beneficiaries


Praxisnahe Ausbildung ist bereits jetzt zentral für die rund 45 laufenden OEZA-Projekte im Bereich Berufsbildung. Rund 20% der Projekte verfügen über eine explizite duale Komponente, d.h. über Anteile betrieblicher Ausbildung. Durchschnittlich profitieren per OEZA-Projekt derzeit rund 300 Menschen in den Partnerländern unmittelbar (z.B. Auszubildende, Lehrpersonal), insgesamt etwa 13.500. Da die Projekte nachhaltige Maßnahmen wie Lehrplan-Entwicklung oder Modernisierung zum Inhalt haben, wirken die Projekte über ihre eigentliche Laufzeit hinaus.

    • BMLFUW - Federal Ministry for Agriculture, Forestry, Environment and Water
    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
