Gesundheit - Inklusion konkret! Umsetzung der UN-Konvention für Menschen mit Behinderung in Bosnien Herzegowina

Overall goal


Das Projekt setzt sich zum Ziel, spezifische Mechanismen und Strategien zu schaffen, um die Umsetzung und das Monitoring der UN-Konvention über die Rechte von Menschen mit Behinderungen - insbesondere im Gesundheitswesen - in Bosnien und Herzegowina zu verbessern. Dabei baut es auf den Erkenntnissen des 2013 entstandenen Parallelberichts ('Schattenberichts') der Zivilgesellschaft zur UN-Konvention über die Rechte von Menschen mit Behinderungen auf. Gemeinsam mit fünf ‚Disabled People’s Organisations‘-Vereinigungen (DPO Coalitions) in den fünf Kantonen Doboj, Bijeljina, Tuzla, Sarajevo und Mostar werden folgende drei inhaltliche Schwerpunkte erarbeitet:

1. Die Entwicklung und Durchführung anwaltschaftlicher Aktivitäten im Gesundheitsbereich. Der unzureichende Zugang zu Gesundheitsdiensten wurde im Schattenbericht als eine der zentralen Schwachstellen in der Umsetzung der Konvention identifiziert. Dazu werden von den fünf Vereinigungen, welche als Hauptakteure in diesem Projekt agieren, Advocacy- und Medienkampagnen erarbeitet und umgesetzt.

2. Einen weiteren Schwerpunkt bilden nationale und internationale anwaltschaftliche Aktivitäten, um die Partizipationsmöglichkeiten der internationalen Menschenrechtsinstrumente wie UN-CRPD (UN-Convention on the Rights of Persons with Disabilities) und UPR (Universal Periodic Review) bestmöglich zu nutzen. Ein ganz wesentliches Ziel ist die Einführung eines unabhängigen Monitoring-Organs, welches gesetzlich vorgeschrieben ist, jedoch in Bosnien und Herzegowina noch nicht existiert. Ein solches Organ soll, unter Einbindung der SelbstvertreterInnen, ein kontinuierliches Monitoring der konkreten Situation für Menschen mit Behinderung auch nach Ende des Projekts garantieren.

3. Die Behindertenorganisationen werden gestärkt und um zwei neue Vereinigungen in den Kantonen Banja Luka und Doboj Zenica erweitert. Ziel ist, dass sie selbst das Steuer in die Hand nehmen können um für ihre Rechte einzutreten.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
