Overall goal


Die Bergregion Kelmend im Norden Albaniens zählt zu den ärmsten des Landes, wobei neben der wirtschaftlichen Armut der Bevölkerung auch deren Isolation und die mangelnden Möglichkeiten zur Verbesserung der Zukunftsperspektiven eine Rolle spielen. Trotz des vorhandenen natürlichen Potentials, die Möglichkeiten in der landwirtschaftlichen Produktion sowie im Tourismus eröffnen, stehen einer Entwicklung der Region derzeit die schwache Infrastruktur, geringe Ausbildung sowie die mangelnde Qualität der lokalen landwirtschaftlichen Produkte entgegen.

Durch die vorgesehenen Projektmaßnahmen in den vier Kernbereichen Haushalt und Ernährung, Vermarktung, Infrastruktur und Tourismus soll eine Verbesserung der Lebensbedingungen der lokalen Bevölkerung, als direkte Antwort auf ihre artikulierten Interessen und Bedürfnisse, sowie der Infrastruktur und der öffentlichen Leistungen erreicht werden. Hiermit soll zur Entwicklung der ganzen Region beigetragen, neue Chancen eröffnet und der Abwanderung entgegenwirkt werden.

Projekträger ist die österreichische Organisation Austroprojekt, Projektdurchführende sind die mit der Region sehr gut vertrauten albanischen Organisationen Cafod Albania und Shoqata e Sherbimeve per Bujqesine aus Shkodra.

Das Projekt wird von Cafod Albania in der Höhe von 5% (EUR 50.616,--) des Gesamtbetrages (EUR 1.080.000,--) kofinanziert.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
