Overall goal


Mit dem Projekt wird die Bedeutung von Menschenrechten für österreichische Unternehmen mit Geschäftstätigkeit in Entwicklungs- und Transformationsländern in den Fokus gerückt. Unter Beiziehung von RechtsexpertInnen wird der legislative Status quo bestehender rechtlicher Rahmenbedingungen untersucht. Die Analyse beschränkt sich nicht auf zivil- und strafrechtliche Vorgaben, sondern richtet den Fokus auch auf verfahrensrechtliche Bestimmungen. Allfällige Regelungslücken und Hürden bei der Strafverfolgung in der Praxis sollen identifiziert und darauf aufbauend Maßnahmen zur Verbesserung der Rechtslage für mögliche Betroffene erarbeitet werden. Die entwickelten Lösungsansätze zur Schließung von Regelungslücken im Bereich Unternehmen und Menschenrechte sollen in einem innovativen und offenen Diskurs (Konferenz) mit allen Stakeholdern (Ministerien, Politik, Wirtschaft, NRO, ArbeitnehmerInnenvertretungen) auf ihre Praxistauglichkeit diskutiert werden. Die Ergebnisse der Studie werden unter dem Titel Menschenrechtschutz durch Unternehmensverantwortung (deutsch und englisch) publiziert. Außerdem werden Capacity Building Workshops zur Wissensvermittlung über Bedeutung, Reichweite und Relevanz unternehmerischer Verantwortung in menschenrechtlichen Belangen abgehalten. Das Projekt wird in enger Kooperation mit dem Boltzmann Institut für Menschenrechte (BIM), dem European Center for Constitutional and Human Rights und der AG Globalen Verantwortung durchgeführt.


Das Projekt wird aus OEZA-Mitteln in der Höhe von Euro 24.000,- (66,66% des Gesamtprojektvolumens) gefördert. Laufzeit: 1.1.2014 – 31.12.2014 (1 Jahr)

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
