Overall goal


Das Projekt liefert einen grundlegenden Beitrag zur Einführung und Etablierung der Biolandwirtschaft in Südserbien und zielt auf erhöhte Wettbewerbschancen auf den lokalen und internationalen Märkten sowie neugeschaffene Arbeitsplätze in einer der ärmsten und labilsten Regionen Südosteuropas ab. In der Zielsetzung sind für den Biolandbau geeignete Produktions- und Vertriebsstrukturen für Südserbien aufgebaut, als Begünstigte mindestens 10 Biobauern sowie 5 weiterverarbeitende Betriebe ausgebildet und betreut und langfristig die Betriebe entsprechend den EU Standards im Bereich Biolandwirtschaft zertifiziert. Folgende spezifischen Ziele werden verfolgt 1)Den ausgewählten Bauern und Betrieben sind einschlägige Produktionstechniken und Marketingmethoden vermittelt und hierdurch bei der Entwicklung und Verkauf ökologischer Erzeugnisse und von Waldprodukten unterstützt. 2) Die Regionalentwicklungsagentur Leskovac führt eine einsatzfähige Abteilung für organische Landwirtschaft, die als Drehscheibe zur Weitervermittlung von Fertigkeiten und Kenntnissen im Biolandbau Südserbien fungiert, welche in Einklang mit den nationaler Strategien und EU-Standards stehen. 3)Ein hoch-spezialisiertes Beratungsnetzwerk mit einschlägigen Dienstleistungsunternehmen und Partnern (Genossenschaften) ist nachhaltig institutionalisiert.

Trägerorganisation ist die durch OEZA Mittel aufgebaute und finanzierte Regionalentwicklungsagentur (RDA) 'Center for Development of Jablanica und Pcinja Districts' in Leskovac, die bereits ein OEZA finanziertes Projekt im Bereich der integrierten Regionalentwicklung in Südserbien implementiert. Das gegenständliche Vorhaben wird in Kooperation mit dem serbischen Landwirtschaftsministerium und in enger Abstimmung mit der deutschen GTZ durchgeführt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
