Overall goal


Im westlichen Hochland von Guatemala sollen in 4 Gemeinden, in denen über 75% der Bevölkerung in Armut leben, Auswanderung und Rücküberweisungen eine zentrale Rolle spielen und überwiegend ländliche Kleinstwirtschaften betrieben werden, lokale Kapazitäten nach dem Konzept der lokalen Wirtschaftsentwicklung in ländlichen Gebieten erhöht werden, um die vorhandenen Potentiale und natürlichen Ressourcen nachhaltig zur Entwicklung der Region nutzen zu können. Zielgruppe sind demnach primär die 91.700 Personen der 4 Gemeinden.


Es wurden zwei Hauptthemen als wichtige Eckpunkte des Programms definiert:

1. Förderung der lokalen Wirtschaft

2. Stärkung der lokalen Instrumente und Kapazitäten zur Förderung der Bürgerbeteiligung


Das Programm beabsichtigt, dass die Gemeindeverwaltungen die Führungsrolle beim Aufbau eines "wettbewerbsfähigen Territoriums" übernehmen und in den Gemeinden lokale Produktionssysteme verbessert werden.


Diese Ziele sollen durch die Koordination und Begleitung von folgenden 6 Programmkomponenten erreicht werden: Förderung der lokalen Wirtschaftsentwicklung in der Gemeinde Sibinal; Stärkung der institutionellen Kapazitäten von ADIS und Entwicklung eines ländlichen Unternehmenswesens in der Gemeinde Sibinal; Installierung eines Gemeindebüros zur Frauenförderung in Ixchiguan - Partizipation der Frauen und neue Möglichkeiten in der lokalen Wirtschaftsentwicklung; Lokale Entwicklung und Produktionsketten in den Gemeinden Cuilco und San Gaspar Ixchil; Stärkung der Produktionskette Honig in Cuilco; Institutionelle Stärkung des Genderkreises.


Zusätzlich ist eine enge Kooperation mit dem von RUTA (Regional Unit for Technical Assistance) durchzuführenden Projekt "Biologische Produktion und Wissensmanagement für ländliche Entwicklung in Zentralamerika" (2536-00/2008) geplant.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
