Overall goal


The overall objective of the Project Preparation Facility (PPF) is to improve the planning, programming and implementation of the Instrument for Pre-Accession Assistance (IPA) and to support mechanism for an integrated EU accession process in Albania.

The purpose of the PPF is to ensure that the Albanian authorities submit good quality project proposals to the European Commission for the implementation of the European Partnership (EP) and the Stabilisation Association Agreement (SAA) and to support effective implementation of these projects in Albania.

The Expected Results of the project are:

1. The Ministry of European Integration and the respective line ministries are supported in developing and adjusting investment strategies, in particular the National Plan for Implementation of the SAA with a clear focus on identification of priorities and their costing as a basis for IPA programming including decision-making for IPF/Municipality Window priority project-ideas in line with European Partnership and MIPD priorities

2. Good quality IPA programme plans and project fiches are submitted to the European Commission for funding

3. Good quality tender documents are drafted for the further procurement process by the EC and/or CFCU

4. Technical capacities in the Ministry of European Integration and line ministries to plan and implement IPA programmes are increased

The project's Main Beneficiary is the Ministry of European Integration and SPO in line ministries.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
