Overall goal


Das Rahmenprogramm der Diakonie 2011-2013 hat zum Ziel, die Situation von Menschen mit Behinderung in Mosambik, Simbabwe und den Palästinensischen Gebieten nachhaltig zu verändern und zu verbessern. Menschen mit unterschiedlichen Behinderungen in den Programmregionen soll der Zugang zu Bildung ermöglicht werden, durch normalen Schulbesuch einerseits, durch Schaffung einer Ausbildung innerhalb der Partnerorganisation andererseits.

Das Ziel des Rahmenprogramms ist die Inklusion von 970 Menschen mit Behinderung in das Bildungssystem, die Unterstützung von 200 StudentInnen mit Behinderung hinsichtlich Stärkung des Selbstbewusstseins, sowie die Entwicklung eines Bewusstseins für die Bedeutung von Bildung für Menschen mit Behinderung in den Programmgebieten.

In den Palästinensischen Gebieten werden in 9 Gemeinden in Ramallah und Umgebung, weiters in Ost-Jerusalem Programminterventionen gesetzt (insgesamt sollen 60 junge Frauen und Männer erreicht werden). In Mosambik wird in der südlichen Region Gaza als Einstieg eine erste Gruppe von 12 körperlich behinderten Kindern unterstützt. In Simbabwe werden in 8 Distrikten Interventionen gesetzt (insgesamt 900 Kinder mit Behinderten sollen erreicht werden).

Zur Stärkung der vier lokalen Partnerorganisationen ist die Durchführung gemeinsamer Maßnahmen vorgesehen, u.a. ein Partnertreffen im 2. Jahr des Programms zwecks Erfahrungsaustausch, Strategie-Abstimmung und Formulierung gemeinsamer Empfehlungen an die jeweiligen öffentlichen Instanzen hinsichtlich Inklusion von Menschen mit Behinderungen im Bildungsbereich.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
