Overall goal


Im albanischen Wassersektor stehen zurzeit große Veränderungen an. Zum einen gibt es seit kurzem die Nationale Strategie für Dienstleistungen bei Wasserversorgung und –Entsorgung (2011 -2017), zum anderen ist ein neues Gesetz über Wassermanagement geplant.


Gegenständliches Projekt fördert die aktive Beteiligung der Zivilgesellschaft bei den Reformen und im Wasserressourcenmanagement, da der Wassersektor in elementare Aspekte des Lebens eingreift und deshalb die Bedürfnisse der Bevölkerung nachhaltig berücksichtigt sein sollen.


Ca. 60 im Umweltbereich tätige Nichtregierungsorganisationen auf nationaler und lokaler Ebene profitieren von der Kapazitätsentwicklung und erhalten konkreten Know-How-Transfer und Trainings (ca. 600 Einzelpersonen). Die TeilnehmerInnen sind aus allen zwölf Teilregionen Albaniens, in fünf werden zudem Regionaltreffen zur besseren Vernetzung abgehalten. Dadurch sind die zivilgesellschaftlichen VertreterInnen inhaltlich bestens auf den Reformprozess im Wassersektor vorbereitet und für das politische Lobbying auch gut vernetzt. Nicht zuletzt ist die breite Partizipation auch ein wertvoller Beitrag für die Entwicklung der albanischen Demokratie.


Die OEZA hat derzeit den Vorsitz der Gebergruppe für die albanische Wassersektorkoordination. Die vielfältigen Aktivitäten und Projekte sämtlicher Akteure werden durch dieses Projekt komplementär abgerundet.


Das Projekt wird von der sehr professionellen Umweltorganisation REC Albanien umgesetzt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
