Overall goal


Trägerorganisation der vorliegenden Abschlussphase ist die montenegrinische Regionalentwicklungsorganisation (RDA) der Regionen 'Bjelasica, Komovi und Prokletije', die aus der 'Österreichisch-Montenegrinischen Partnerschaft' als vormalige Trägerorganisation hervorging. Die organisatorischen Kapazitäten dieser Organisation sollen in dieser Phase konsequent gestärkt werden, sodass diese selbsttätig im regionalen Kontext umfassende Projekte und Programme entwickeln und umsetzen kann. Ein Kernelement im Projekt ist ein Kleinprojektefond zur flexiblen Umsetzung von Vorhaben auf kommunaler Ebene.


Der Fokus ist wie in den Vorphasen auf Tourismus- und Nationalparkentwicklung gerichtet, wobei (durch die Teilnahme der Gemeinde Plav) Prokletije als zusätzliche Nationalparkregion zu Bjelasica und Komovi hinzukommt.


Die Zielgruppen sind die fünf bisherigen Partnergemeinden in der Bjelasica und Komovi Region, plus die neue Partnergemeinde Plav, Dienstleistungsunternehmen im Tourismus sowie die ländliche Bevölkerung. Die Aktivitäten werden im Rahmen sechs inhaltlicher Schwerpunkte durchgeführt: Regionalentwicklung, Bergtourismus, Agrotourismus, Kulturtourismus, Nationalparks und Kommunalentwicklung.


Neben einem effektiven Management der RDA sollen zu Projektende 25 Personen in der RDA und in der kommunalen Verwaltung in Projektentwicklung, PCM und EU Finanzierungsinstrumenten ausgebildet sein; zumindest 4 Projektvorschläge sollen bei der EU und anderen nationalen/internationalen Förderstellen eingereicht sein; aus dem Kleinprojektefond wurden erfolgreich maßgeschneiderte nachhaltige Projekte auf kommunaler Ebene umgesetzt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
