Overall goal


Das Projekt entstand aus den Erfahrungen einer beinahe zehnjährigen Förderung der lokalen Entwicklung im Westen des Landes, die von HORIZONT3000 in Zusammenarbeit mit salvadorianischen Organisationen betrieben wurde. Das Oberziel des Projektes ist ein Beitrag zur Identifizierung von Strategien zum Ermöglichen der sozialen Integration und der kulturellen und wirtschaftlichen Entwicklung der Jugendlichen im ruralen Sektor.

Das spezifische Ziel ist die Stärkung der Organisationsformen der Jugendlichen und ihrer Fähigkeit zum Konsens in Hinblick auf die Implementierung einer Politik zur Entwicklung der Jugend im Gemeindebezirk Tacuba.

Es wurden vier erwünschte Resultate mit den entsprechenden wichtigsten Aktivitäten definiert, die in der Folge dargestellt werden:

- Die Jugendlichen von Tacuba wurden dahingehend gefördert, dass sie eine aktive Rolle übernehmen und sich mit den anderen Akteuren der Zivilgesellschaft und der lokalen Regierung vernetzen können.

- Erstellung einer Diagnose-Studie bezüglich der Organisationen und Initiativen von Jugendlichen und der vorhandenen Strukturen der Jugendbetreuung in Tacuba.

- Stärkung der Organisation der Jugend-Komitees auf lokaler Ebene.

- Herausbildung jugendlicher Führungspersönlichkeiten, durch Identifizierung von jungen Promotoren und Promotorinnen, die Unterweisungen in "Fertigkeiten für das Leben" erhalten, sowie auch bezüglich Gender-Gerechtigkeit, staatsbürgerliche Partizipation, kulturelle Forschung und Ermöglichen der Weitergabe von Wissen.

- Formulieren einer Jugend-Politik und -Strategie in Tacuba, unter Teilnahme der organisierten Jugendlichen und der lokalen Akteure (Komitee für lokale Entwicklung).

Die direkten Begünstigten des Projektes sind 576 Jugendliche, Burschen und Mädchen, aus dem Gemeindebezirk von Tacuba, Führungspersönlichkeiten von 12 Kantons-Komitees und Mitglieder von 10 Jugend-Teams für partizipative Kommunikation.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
