Thematisch fokussiert sich die OEZA im Südlichen Afrika in der Förderung guter Regierungsführung als Voraussetzung für ein nachhaltiges wirtschaftliches Wachstums und einer sozialer Gerechtigkeit. Die strategische Zielsetzung der OEZA ist es einen Beitrag zur Armutsminderung zu leisten.


Im Südlichen Afrika ist die Stärkung der Rechtsstaatlichkeit sowie die Umsetzung bzw. Durchsetzung der Menschenrechte wesentlich für eine Gewaltenteilung und Gleichheit aller vor dem Gesetz. Gerade das Thema häusliche Gewalt gegen Frauen und Kindern stellt im Südlichen Afrika ein großes Hindernisse für eine gleichberechtigte Entwicklung von Frauen dar. UNODC ist einer der Hauptpartner der Regierungen im Südlichen Afrika in Bearbeitung dieser entwicklungspolitischen Problematik.



Basierend auf Erfahrungen von OEZA geförderten Krisenzentren in Südafrika hat UNODC, finanziert aus Mitteln der multilateralen Zusammenarbeit, ein Manual 'Gewalt gegen Frauen' entwickelt. Dieses wurde im Rahmen eines internationalen ExpertInnentreffen in 06/2007 in Wien diskutiert und verabschiedet.


Das gegenständliche Projekt fokussiert die regionale Ausbildung von law enforcement officers zum Thema Gewalt gegen Frauen in Zusammenarbeit mit der SADC, Gender Unit und SARPCCO (Southern African Police Chief's Co-operation Organisation) durch Operationalisierung des Handbuchs in Trainingsaktivitäten und Initiativen der Bewusstseinsbildung. Des Weiteren soll das Handbuch in lokale Sprachen übersetzt werden.


Für die Testphase wurden die Partnerländer der Schwerpunktregion Südliches Afrika, Mosambik, Namibia, Simbabwe und Südafrika, ausgewählt sowie Lesotho und Malawi.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
