Overall goal


Seit 2005 leistet Österreich in Nicaragua gemeinsam mit anderen Gebern einen Beitrag zur Programmhilfe im nicaraguanischen Gesundheitssektor (FONSALUD - vgl. OEZA-Projekt 2312-00/2005 und Folgeprojekte).


Als ergänzende Maßnahme zu dieser Programmhilfe hat die FONSALUD-Gebergruppe bestehend aus den Niederlanden, Finnland, PAHO, UNICEF, UNFPA und der OEZA beschlossen, die Zusammenarbeit der Geber mit dem nicaraguanischen Gesundheitsministerium (MINSA) durch die gemeinsame Finanzierung einer GesundheitsexpertIn zu optimieren. Auf Geberseite kommt es zu einer verbesserten Koordinierung und Arbeitsteilung, während das MINSA durch die Vereinfachung der bürokratischen Prozesse, das gemeinsames Monitoring und die Verwendung landeseigener Systeme profitiert.


Die Aufgaben der GesundheitsexpertIn umfassen die Mitarbeit an der Strategieentwicklung im nicaraguanischen Gesundheitssektor, die Unterstützung beim Monitoring der Umsetzung von FONSALUD sowie die Unterstützung der Gebergruppe durch fachlichen Input und organisatorische Mitwirkung bei der Geberkoordination.


Das gesamte Jahresbudget diese Maßnahme beträgt EUR 120.000,00, wovon ein Anteil von EUR 20.000,00 von der OEZA finanziert wird.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
