Overall goal


In Karenni State, dem kleinsten und rückständigsten der 7 ethnischen Staaten Burmas, schätzt man zwei Drittel der Bevölkerung vertrieben.Ca. 25.000 Flüchtlinge - ohne Status - leben seit 20 Jahren in Lagern an der Thailändischen - Burmesischen Grenze. Auf Grund des andauernden Völkermordes in den Grenzregionen reißen die Ströme an Neuankommenden nicht ab.


In den Lagern werden alle durch Community Based Organisations (CBOs) Strukturen selbst errichtet und erhalten (Schulen, Kliniken, Kindergärten, Hilfseinsätze in den Krisengebieten). Ebenso stellen sie das gesamte Personal, koordinieren und verwalten die einzelnen Ressorts. Ein Umsiedlungsprogramm in Drittländer, vorwiegend in die USA, bietet den Flüchtlingen eine Option zum Lagerleben. Viele der am besten ausgebildeten Flüchtlinge sind bereits ausgewandert, oder stehen mitten im Prozess der Umsiedlung. Während dies eine Gelegenheit für Familien und Einzelpersonen ist, so hat dies doch die Kapazitäten der Camp-Infrastruktur sehr geschwächt. Nachbesetzung für ausgewandertes Personal der oben erwähnten Büros ist nicht vorhanden. Die junge Generation kann wegen fehlender Bildungsmöglichkeiten nicht an der Erhaltung der Büros teilnehmen.


Durch Ausbildung von 10 engagierten jungen StudentInnen werden die CBOs in ihren Aufgaben und Funktionen gestärkt und wichtige Schlüsselpositionen in den CBOs nachbesetzt. Durch Erhaltung dieser bereits existierenden Infrastruktur im Lager wird die Basis für eine nachhaltige Infrastrukturentwicklung im Hinblick auf den Wiederaufbau des Landes geschaffen.


In einem 3 Monate dauernden Workshop werden 10 StudentInnenen (5 junge Frauen und 5 Männer) mit dem nötigen Wissen in Office Management ausgestattet, um in einem anschließenden Praktikum das Leiten der Büros/Schnittstellen der CBOs zu erlernen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
