Overall goal


Das gegenständliche Vorhaben ist ein Poolprojekt mit einer geplanten Projektdauer von einem Jahr. Im Rahmen des vorliegenden Projekts sollen verschiedene strategische Interventionen unterstützt werden, die zur Weiterentwicklung von Programmen bzw. der Verbesserung der Rahmenbedingungen in den von der ÖEZA in den Ländern Burundi, Kenia, Ruanda, Tansania und Uganda geförderten Sektoren (Privatsektor, gute Regierungsführung (Governance) bzw. Wasser und Siedlungshygiene) beitragen. Zudem erlaubt die Errichtung dieses Pools die Finanzierung von Mikroprojekten zur Ergänzung der allgemeinen Sektoraktivitäten.

Durch die Nutzung der Vor-Ort Struktur kann das Koordinationsbüro Kampala rasch auf die Notwendigkeit von Studien, Analysen, Veranstaltungen zur Informationsweitergabe etc. reagieren und eine unkomplizierte Abwicklung der Finanzierung mit dem zuständigen Länderdesk der ADA in Wien ermöglichen. Dadurch kann mit einem relativ geringen Beitrag den bisher von Partnern und anderen Gebern hoch geschätzten Eigenschaften eines relativ kleinen, aber strategisch flexiblen Partners weiterhin effektiv Profil verliehen werden.

Poolprojekte haben sich auch an anderen Koordinationsbüros durch ihre flexible Struktur als geeignetes Mittel zur Finanzierung von programmunterstützenden Aktivitäten und Mikroprojekten bewährt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
