Overall goal


Ziel des Projekts ist es, einen Beitrag zur Unterstützung von grundlegenden Menschenrechten im Iran aber auch zum Schutz von iranischen MenschenrechtsverteidigerInnen sowie zur Stärkung ihrer Kapazitäten kurz- und längerfristig zu leisten. Menschenrechte wie das Recht auf freie Meinungsäußerung, Vereinigungs- und Versammlungsfreiheit sind im Iran nicht existent. Ferner erlebt der iranische Staat einen Umbruch. Die angeschlagene iranische Wirtschaft spiegelt langfristige strukturelle Mängel und Misswirtschaft, verbunden mit Sanktionen, wider. Einer der Hauptgründe für den erwähnten Umbruch jedoch ist die Bürgerrechtsbewegung, die als Reaktion auf die umstrittenen Präsidentschaftswahlen im Juni 2009 entstanden ist. Die iranische Regierung hat beschlossen, auf diese Legitimationskrise mit noch mehr Schikanen und Verhaftungen zu reagieren.

Spezifische Ziele:

- Förderung der Nutzung der besonderen Verfahren des UN Menschenrechtsrates (HRC) durch iranische MenschenrechtsverteidigerInnen;

- Monitoring der Menschenrechtssituation im Iran und Bereitstellung und Aufbereitung von Information darüber für den HRC und seine Sonderverfahren;

- Schaffung einer Plattform für iranische MenschenrechtsverteidigerInnen beim HRC für Austausch und Kooperation;

- Brechen der Isolation und der sozialen Ausgrenzung von iranischen MenschenrechtsverteidigerInnen durch erhöhtes öffentliches Bewusstsein für ihre Arbeit auf nationaler und internationaler Ebene und durch direkte finanzielle Unterstützung;

- Nutzung des Internets, um über die Arbeit der iranischen MenschenrechtsverteidigerInnen und über die Instrumente des HCR zu informieren, Menschenrechtsverletzungen an die nationale und internationale Öffentlichkeit zu tragen und in kürzester Zeit viele Menschen (auch im Iran) zu erreichen;

- Ausbau und nachhaltige Stärkung der Kapazitäten von iranischen Human Rights Defenders (HRD).

Frauen profitieren besonders von den Projektaktivitäten.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
