Overall goal


Durch die jüngsten Kampfhandlungen in und um Süd-Ossetien und Abchasien wurden mehr als 140.000 Menschen vertrieben. Die meisten dieser Binnenflüchtlinge leben derzeit unter unzumutbaren Bedingungen in abbruchreifen Häusern, Schulen und Kindergärten. Insbesondere Kinder wurden schwer traumatisiert. Einige IDPs aus dem ersten Bürgerkrieg mussten zum zweitenmal fliehen. UNHCR und grosse internationale NGOs haben Notunterkünfte errichtet - die grössten Zeltlager befinden sich in und um die Stadt Gori. Nach dem Abzug der russischen Truppen aus der "Pufferzone" werden wahrscheinlich grossangelegte Wiederaufbauprogramme starten. Aus Erfahrung in anderen Krisenregionen wissen wir, wie wichtig es ist, von Beginn an auch Ausbildungsprojekte umzusetzen.


Um zu verhindern, dass die Binnenflüchtlinge von Hilfslieferungen abhängig werden, sollen 4-monatige Qualifizierungsmassnahmen für Tischler, Schlosser oder Büroverwaltung, Englisch- und Computerkurse angeboten werden. Besonders engagierte Absolventen erhalten eine kleine Starthilfe, um sich damit selbständig zu machen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
