Overall goal


Die Wirtschaftspartnerschaft zielt auf die Ausrollung und den nachhaltigen Betrieb eines IT-basierten Schulverwaltungssystems in Albanien.


Die informierte Planung, Steuerung und Evaluierung nationaler Bildungssysteme setzt eine Informations- und Datenbasis voraus, die – anders als in den Ländern der EU – in den meisten Staaten Südosteuropas derzeit nicht gegeben ist. So werden auch im albanischen Primär- und Sekundärschulbereich Qualität und Effizienz von Bildungsinterventionen durch fehlende empirische Entscheidungsgrundlagen gemindert und dazu erforderliche Daten nicht oder manuell erhoben.


Hier setzt die gegenständliche Wirtschaftspartnerschaft an und zielt – in Kooperation mit den relevanten öffentlichen Stellen – auf die flächendeckende Implementierung IT-basierten Bildungsmanagements im pre-universitäten Schulsektor Albaniens.


Dazu wird (1) der organisatorische Rahmen für die Durchführung des Vorhabens geschaffen, (2) das Schulverwaltungssystem auf nationale Anforderungen adaptiert und 2000 Schulen zugänglich gemacht, (3) die flächendeckende Schulung künftiger Anwender – insgesamt 2880 Schuladministratoren und Direktoren – durchgeführt und schließlich (4) der langfristige Betrieb und Support durch ein nachhaltiges Geschäftsmodell sichergestellt.


Durch die Ausrollung und Implementierung IT-basierter Schulverwaltung können künftige Bildungsinterventionen auf Basis soliden Datenmaterials geplant, gemanagt und evaluiert, und Verwaltungsabläufe nach europäischen Standard optimiert werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
