SADC Gender Monitor on progress made on the implementation of the SADC Protocol on Gender and Development is launched in August 2016 (targeted output of the crosscutting issue on gender and development is SADC’s development plan 2015 to 2020).

The SADC Protocol on Gender and Development signed in 2008 and entering into force in 2013 after ratification, has the objective “to provide for the empowerment of women, to eliminate discrimination and to achieve gender equality and equity through the development and implementation of gender responsive legislation, policies, programmes and projects.” The Protocol contains important articles relevant to the empowerment of women in the region.


Erwartete Ergebnisse

The intervention will expand a reliable knowledge base to facilitate substantive equality between women and men in the SADC Region through mainstreaming gender into all national and regional policies, programmes and activities and the adoption of positive measures to accelerate progress in that regard.

The expected results are

- The SADC Gender Monitor is launched to the public during the 36. SADC Summit in Swaziland in August 2016.

- 1 500 English, 500 Portuguese and 500 French copies in print and online versions are produced by August 2016.

- The manuscript of the SADC Gender Monitor is ready for reviewing by the SADC Gender Ministers in June 2016.

The 2016 SADC Gender Monitor will advocate to governments for greater action and accountability towards domestication and harmonisation of international and regional gender policy frameworks, such as the Convention on the Elimination of All Form of Discrimination Against Women, the Protocol to the African Charter on Human Rights and Rights of Women (Agenda 2063 which talks about improvement of the status of women), the SADC Treaty of 1992 which provides for principles of gender parity and the SADC Declaration on Gender and Development.



The main target groups are the Gender Unit in the SADC Secretariat and 60 government officials in the Ministries of Gender / Women Affairs in the 15 SADC Member States. The SADC Gender Monitor 2016 will indirectly influence legislation in the region through the SADC Parliamentary Forum, the regional inter-parliamentary body composed of 14 parliaments, representing over 3,500 parliamentarians in the SADC region.

At least 30 media houses drawn from the print and broadcast media in the 15 SADC Member States are targeted for wider outreach of the SADC Gender Monitor 2016 and to raise public awareness about the state and progress made thus far towards the implementation of the Gender Protocol and the challenges faced in the region.

The online version of the SADC Gender Monitor 2016 will be accessible to the public and it can be assumed that at least 10 % percent of the total female population of 156 million in the region, will access the publication via internet.

The implementing agency is the Southern African Research and Development Centre (SARDC) having extensive knowledge and experience of the SADC regional development issues. Based on an MOU SARDC provides knowledge and information support to the SADC. SARDC will work closely with the SADC Gender Unit and Ministries of Gender / Women Affairs in the 15 SADC Member States as well as regional knowledge partners, such as the Tanzania Gender Networking Programme, the Multidisciplinary Research Centre at University of Namibia, Forum Mulher in Mozambique and Rede Mulher in Angola.



1 Manuscript development

The monitoring tool is to be put in place and to be distributed to SADC Member States’ gender machineries for completion. The process will be consultative. SARDC researchers will check data for accuracy, fill in gaps through further research before analysing and compiling the manuscript.

2 Editing & Review

Edit and review will be done internally by SARDC editors and reviewed externally including by SADC Gender Unit. The manuscript will be reviewed by SADC Member States at the forthcoming SADC Gender Ministers Meeting in June.

3 Production

The final draft of the manuscript will be designed and translated to French and Portuguese. The final copies will be printed in English, Portuguese and French language.

4 Launch and Distribution

The SADC Gender Monitor 2016 is to be launched at a major SADC event, the 36. SADC Summit in Swaziland in August 2016. The publication will be distributed to SADC Member States and relevant stakeholders in the SADC region, in print and electronically.



Gender equality is firmly rooted in SADC’s regional integration agenda and SADC Member States support the fundamental principle that both women and men must be engaged in decision-making at all levels and in all areas of socio-economic development in line with the SADC Treaty.

But cultural attitudes in the SADC region are still obstacles to women’s participation in economic developments. Even though women constitute 52 percent which is more than half of the SADC population of about 300 million they are generally marginalized with less access to resources, livelihood enhancing opportunities, education and health services than their male counterparts. Thus women’s access to and control over productive resources are limited. Socially women have to grapple with gender based violence, human trafficking, social media abuse and domestic violence.

The 2016 edition of the SADC Gender Monitor is strategic in that it gives an analysis of progress made thus far by Member States in meeting the agreed targets that all relevent conventions and treaties on gender equality are translated into national laws for the eradication of gender inequality. The Protocol will also be reviewed in the context of the SDGs, particulary on SDG 5 that focus on gender equality.
