Contribution to Assess the Feasibility of a SADC and EAC Renewable Energy Centre

The United Nations Industrial Development Organization (UNIDO), the Austrian Development Agency (ADA) and the Africa-EU Renewable Energy Cooperation Programme (RECP) are assisting the East African Community (EAC) and the Southern African Development Community (SADC) in the establishment of the East African Centre for Renewable Energy and Energy Efficiency (EACREEE) and the SADC Centre for Renewable Energy and Energy Efficiency. The creation of regional RE&EE promotion agencies responds to the difficult energy situation in the EAC/SADC countries which are facing the challenges of energy access, energy security and climate change mitigation simultaneously.
At this background the Ministers of Energy of both organizations asked the EAC/SADC Secretariats to study the model of the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) and to expedite the establishment of similar centres. Based on the results of a study visit to Praia, Cape Verde, the Secretary Generals of SADC and EAC requested support from UNIDO to provide key technical assistance for the establishment of both Centres.
In this context, UNIDO on behalf of SADC/EAC is seeking financial support from the Austrian Development Agency (ADA) to organize and implement two consultative meetings, two validation workshops and a side event at the Vienna Energy Forum (VEF). The SADC as well as EAC have requested UNIDO to assist with the organization of the workshops. It is envisaged that the meetings will lead to the adoption of the institutional and technical design of the Centres by the EAC and SADC Energy Ministers. Moreover, it is expected that the process will lead to the signing of financial agreements between the project partners in the second half of 2013.
