Projektziel

The overall goal of the programme is to protect people in line with International Humanitarian Law (IHL), help them cope with effects of violence as well as provide health care, water, livelihood support and other assistance to conflict affected individuals, communities, returnees, IDPs and migrants in Libya.

Erwartete Ergebnisse

The ICRC aims to achieve the following results per assistance sub-programme for the year 2021:

• Food consumption of 15,000 newly displaced or returnee households (90,000 people) is ensured for 3 months and food production of 6,000 people maintained/increased;

• Need for essential household items covered for up to 90,000 newly displaced or returnee Population;

• 49,800 people provided with basic income that allows for resettling, covering ofdaily expenses, starting construction-related services to support shelter-building or other income generating activities;

• Capacity of community animal-health workers built, benefitting 185 pople;

• Access to water and sanitation for improved for 1,4000,000 peple;

• Safe potable water provided for 4,200 detainees;

• Stocks of medical equipment, drugs and PPE increased in 25 primary health care centers;

Overall target of the ICRC operation are 1,635,985 people and 38 health centers.

Zielgruppe

Target groups of the ICRC appeal under the Assistance section are vulnerable people affected by conflict and drought (i.e. civilians, who do not take party in hostilities including IDPs and refugees) as well as detainees. Overall target of the Austrian contribution will be 55,900 people. Activities will be implemented in Libya with a focus on Tripoli, Misrata and Benghazi. The ICRC works closely with the ICRC Mission in Libya and Libyan Red Crescent.

Maßnahmen

The ICRC plans to undertake the following activities under the Austrian contribution :

- Distribute food and vouchers to up to 3,100 IDPs and returnees on a monthly basis for three months;

- Distribute essential household items to up to 3,100 IDPs and returnees;

- Distribute cash for income generation to 1,700 IDPs and returnees;

- Together with authorities, repair and upgrade water systems that are damaged and/or out of service and provide technical knowledge to ensure maintenance.

Hintergrundinformation

Libya remains the site of armed conflicts and other situations of violence, some of which date back to 2014. They are characterized by fighting between numerous armed groups over resources and territory and shifts in front lines. They often take place in densely populated urban areas and involve the use of heavy weapons. Political uncertainty persists, as several different governments, each with armed supporters, continue to compete for power and legitimacy.

After intense fighting, an armed group affiliated with one of the Governments was driven out of Tripoli by rival groups in June 2020; subsequently, clashes between a different set of armed groups began taking place. Violence has intensified in Sirte and other places in central Libya. The situation in Benghazi, in the east, remains relatively stable.

Economic and financial crises continue to drive up the prices of basic commodities and cause shortages in cash; restrictive measures taken to contain the spread of COVID-19 have worsened the socio-economic situation.

Migrants from other parts of Africa and from the Middle East, including refugees and asylum seekers, continue to pass through Libya to Europe.
