Palestinian economic and institutional development and empowerment is increased.


Erwartete Ergebnisse


1. The Palestinian energy sector is affordable, secure and sustainable.

2. The Palestinian water sector is affordable, secure and sustainable.

3. The Palestinian trade regime is more effective and diversified, with greater Palestinian Authority (PA) institutional empowerment.

4. Justice and security is delivered more effectively and based on democratic principles.

5. The fiscal and financial stability of the PA is enhanced.

6. Palestinian mobile communications and backhaul networks are upgraded.


Zielgruppe


Direct beneficiaries identified are key stakeholders within the relevant PA Ministries and agencies who are benefitting from the support and facilitation efforts of the Office of the Quartet (OQ). In total the OQ will directly benefit 82 beneficiaries in the relevant sectors and PA Ministries.


Maßnahmen


The following are the general activities that the OQ does in the five key sectors: water, energy, movement and trade, rule of law and telecommunications:

• Bridging between the parties and providing creative solutions that enable progress on the ground;

• Playing a catalytic role in working towards sectoral solutions in partnership with other actors, while taking on direct responsibility for specific elements of those solutions when the Office is well positioned and requested to do so;

• Focusing on policies and projects that have a multiplier effect – that is, an outcome which extends beyond the direct output of the policy or project;

• Focusing on the implementation of agreements reached and announcements made by the parties to ensure that they are translated as quickly as possible into results that have a positive impact on people’s lives;

• Ensuring complementarity of the OQ’s work with that of other key actors, including those which also play a convening role;

• Continuing support to Quartet members.

More specifically the OQ implements the following activities under the water sector :

? Continuing to facilitate the Gaza Central Desalination Plant Task Force meetings, which serve as the primary platform for sharing information with relevant stakeholders including the Palestinian Water Authority (PWA), the Government of Israel (GoI) and the international community.

? Providing support through analysis and consultations with key stakeholders, particularly the PWA and the GoI, to increase water supply, transmission and equitable distribution from conventional and non-conventional sources

? Providing support through analysis and consultations towards the conclusion and implementation of existing and new agreements within the context of bilateral and multilateral platforms to increase supply and improve water management through new import arrangements, groundwater development (springs and wells), and treated wastewater.

? Continuing to collect and analyze data relating to Operation & Maintenance to inform discussions around the financial and energy needs of water and wastewater facilities in Gaza and the West Bank through the effective relationships built with water-related institutions.

Activities under the energy sector:

? Chairing the Gas for Gaza (G4G) Task Force, which involves facilitating decisions between the parties to progress the security, technical, financial, legal, and political dimensions of the project;

? Securing funding for the required infrastructure by working with key donors, supporting the relevant parties with potential commercial structures, identifying sources of financing and providing investor confidence through robust project management;

? Supporting the planning, permitting, design and construction processes in both Israel and Gaza by leading key activities such as the detailed design and an environmental and social impact assessment; and

? Integrating critical capacity building of the PA and key partners into the design and construction phases and beyond to ensure the project’s sustainability after the physical infrastructure is complete.

ADA funding will be earmarked for support to the water and energy sectors.


Hintergrundinformation


Established in 2002, the OQ consists of the United Nations, the European Union, the United States and Russia. Its mandate is to help mediate Middle East peace negotiations and to support Palestinian economic development and institution building.

The OQ works in the major areas of energy, water, rule of law, movement and trade and telecommunication as well as economic mapping under the following strategic principles:

1. To play a catalytic role in working towards sectoral solutions while partnering with other actors and taking on direct responsibility for specific elements of those solutions (when the office is well positioned and requested to do so). Particular attention is paid to policies and projects that have a multiplier effect i.e. with an outcome that extends beyond the narrow output of the policy or project;

2. To focus on implementation of agreements reached and announcements made by the parties, to ensure that they are translated as quickly as possible into results that have a positive impact in people's lives;

3. To bridge between the parties and providing creative solutions that enable progress on the ground;

4. To maintain the vertical depth of its work from the most granular, technical level to the strategic and political level while engaging the broad array of actors required to make progress, including the parties, members of the international community and others;

5. To ensure complementarity of its work with that of other key actors, including those which also play a convening role.

The OQ interventions are complementary to the ADC funded programs, in particular related to the required political dialogue and by that an increased impact of ADC strategic support is envisaged.

  • Modalität: definiert die Art der Hilfe (z.B: Sektorbudgethilfe, Kernbeiträge an multilaterale Institutionen, Projekthilfe, Technische Assistenz (personelle Hilfe), Bildungsarbeit im Inland, etc.)
  • Sektor: bezeichnet den wirtschaftlichen oder sozialen Sektor des Partnerlandes, welcher mit dem Projekt/Programm unterstützt wird.
  • Tied/Untied: Ungebundene (untied) Hilfe ermöglicht dem Projektpartner im Entwicklungsland - unter Befolgung der lokalen Beschaffungsregeln - freie Entscheidung über die Herkunftsländer im Zuge der Beschaffung von Dienstleistungen und Waren. Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
