This humanitarian aid measure is funded from the Austrian Foreign Disaster Aid Fund

In response to the earthquake in Haiti on 12 January 2010, the Office of the High Commissioner for Human Rights (OHCHR) aims to enhance the physical and legal protection of people affected by the earthquake. This is done, for instance, by ensuring that people have non?discriminatory access to services such as shelter, medical care, food, water, sanitation and education.


The project is specifically aimed at communities less reached by international assistance and targets an estimated 75,000 internally displaced persons (IDPs) and their host communities, including some at least 1,500 persons with diverse protection needs.


In order to enhance the protection of people affected by the earthquake, OHCHR and its partner UNHCR aim to implement Quick Impact Projects (QIPs) to promote empowerment of IDPs and the host community and to strengthen the capacities of both groups to meet their immediate protection needs. Furthermore, this is aimed to promote the integration of IDPs into their host communities and therefore, the cohesion and social stability of the communities as such.

  • Modalität: definiert die Art der Hilfe (z.B: Sektorbudgethilfe, Kernbeiträge an multilaterale Institutionen, Projekthilfe, Technische Assistenz (personelle Hilfe), Bildungsarbeit im Inland, etc.)
  • Sektor: bezeichnet den wirtschaftlichen oder sozialen Sektor des Partnerlandes, welcher mit dem Projekt/Programm unterstützt wird.
  • Tied/Untied: Ungebundene (untied) Hilfe ermöglicht dem Projektpartner im Entwicklungsland - unter Befolgung der lokalen Beschaffungsregeln - freie Entscheidung über die Herkunftsländer im Zuge der Beschaffung von Dienstleistungen und Waren. Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
