Investigate Trafficking without relying on Victim: a multi agency training programme

The OSCE Spillover Mission in Skopje has developed comprehensive anti-trafficking training entitled "Multi agency proactive investigations into trafficking in human beings". The training involves anti-trafficking agencies in conducting a human trafficking investigation without relying on victim testimony. Not only is the training new in it's substance (proactive) and composition (multi-agency), the methodology is a complete departure from the traditional training offered to a transition country. Working from the premise "You hear, you forget. You see, you remember. You do, you understand.", the participants will learn by doing, by establishing a multi-agency team, which conducts a trafficking investigation in real time. While respecting the margins of international human rights standards, the participants will use their own skills, knowledge, equipment and existing legislation in solving the case.
This design is such that it can be adapted to suit each OSCE Participating State. Although the sharing of best practices is an OSCE's aim, this training is not accessible to other participating States because of the limits of the Skopje mission mandate. The Skopje mission has therefore made the training modules and methodology available to all participating States via SPMU.
This project is part of a programme that aims to conduct a two week training course "Multi agency Proactive Investigations into Trafficking in Human Beings", followed by a one week train the trainer course (sustainability) in 8 participating state hosting an OSCE field presence. OSCE field presences that have an anti-trafficking budget can request the training. These Missions budget should cover the local logistical costs (venue, logistics and translation/interpretation) while this project will pay for the trainers, transport and DSA.
