MINUSMA - Contribution to the UN Trust Fund in Support of Peace and Security in Mali

The project supports the Trust Fund in Support of Peace and Security in Mali. Well over two years after the signature of the peace and reconciliation agreement, Mali’s peace process is in a stalemate. Support for the implementation of the agreement has to be strengthened. Political and security measures have to be effectively adopted so as to allow the administration to return to the north and center in a context of stability. More than ever, the comprehensive engagement and assistance of the entire international community is required in order to secure the Malian population’s full support to and demand for progress. The population needs to see tangible benefits in order to maintain support for the peace process and contribute to the stabilization and early recovery of the north and center. The Trust Fund focuses on these needs.

Erwartete Ergebnisse

Short term reconstruction after the conflict; social and economic rehabilitation in the aftermath of emergencies to facilitate transition and enable populations to return to their previous livelihood; socio-economic (re)integration and resilience of vulnerable youths; revenue generation activities for sustainable peace; support for the empowerment of women and youth, return to national reconciliation, cohabitation and durable peace; support to displaced women and youth;

The Austrian contribution will support at least three specific projects in the border region to Burkina Faso. The total beneficiaries are at least 2.774 people in the project area.


The point of departure for this project is that:

• The needs of unemployed youth, left out of the peace agreement and a major risk group for recruitment by terrorist groups, remain largely unaddressed;

• Women can play a key role in the consolidation of peace but they are often left out of the decision-making fora and consultation processes;

• The return of a functioning local Government capable of delivering such benefits will take time, especially given the political and deteriorating security situation on the ground. In the meantime, inter and intra-community conflicts and tensions are rising, especially in the center of Mali.

Particular attention will be paid to addressing the role of and needs of women and youth particularly those related to socio-economic rehabilitation and women' and youth’s resilience.



The three tentative projects include measures to enhance the child protection units of the Malian police, to support resilience of vulnerable groups in the Douentza area by trainings and kits, and the information, training, and empowerment of women and young people in Mopti to enhance their social cohesion with a special focus on migrants.


The Trust Fund in Support of Peace and Security in Mali is established pursuant to Security Council resolution 2085 (2012) of 20 December 2012 and is administered in conformity with the United Nations Financial Regulations and Rules outlined in Secretary-General’s Bulletin ST/SGB/2013/4 of 1 July 2013, the general policies prescribed in the Secretary-General’s Bulletin ST/SGB/188, and the procedures defined by Administrative Instruction ST/AI/284.

The Government of Mali can request MINUSMA for support or a community need may be identified by a MINUSMA component or partner. In response to the need, a project proposal has to be prepared by one of the MINUSMA components and subsequently submitted for review by a Project Review Committee (PRC).

Once a project has been reviewed and approved by the PRC, the PRC will recommend the Special Representative of the Secretary General to approve it. This is done through a memo. In case direct support is provided to the Government of Mali, an implementation agreement needs to be signed with it.

  • Tied/Untied: Ungebundene (untied) Hilfe ermöglicht dem Projektpartner im Entwicklungsland - unter Befolgung der lokalen Beschaffungsregeln - freie Entscheidung über die Herkunftsländer im Zuge der Beschaffung von Dienstleistungen und Waren. Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
