Strengthening the Parliamentary Capacity of the SADC Parliamentary Forum

The overall objective of this project is to strengthen the institutional capacity of the SADC Parliamentary Forum and its parliamentary standing committees so it can develop into a regional parliament.
Erwartete Ergebnisse
SADC-PF’s role in promoting women’s rights and gender equality in the regional integration Agenda is strengthened.
SADC-PF’s role in promoting democratization processes, accountable governance and human rights is further consolidated.
SADC_PF's capacity in programme management and parliamentary coordination is strengthened.
The popularization and domestication of Model laws and SADC Protocols is promoted by SADC-PF through periodic tracking.
Zielgruppe
The target group of this project include the SADC-Parliamentary Forum and its Standing Committees. Beneficiaries include members of the Standing Committee of the Democracy, Human Rights and Governance, the Standing Committee of Gender Equality, Women Advancement and Youth Development and other such relevant Standing Committees. In total 100 persons will directly benefit from capacity development interventions. Indirectly, members of national parliaments in the SADC Region will benefit from knowledge products, guidelines and conferences.
The proposed project is a collaborative undertaking among the Southern African Development Community Parliamentary Forum (SADC-PF), GIZ (GIZ-CESARE) and Austrian Development Agency (ADA).
Maßnahmen
Key interventions include:
*) Conducting an assessment on challenges women and the youth face in electoral processes in the SADC Region
*) Convening of regional policy conference on women in politics
*) Supporting the SADC-PF’s transformation process in becoming a Regional Parliament
*) Collaborating with selected member parliaments in the post-adoption process of the Model Law of the SADC Electoral Instrument
*) Mainstreaming Human Rights in Regional Integration Agenda
*) Benchmark visits and Exchange with African and other regional parliaments
*) Undertake periodic tracking of SADC Protocols
Hintergrundinformation
The Strategic Plan of the SADC Parliamentary Forum (2019-2023) builds upon the objective of regional integration and cooperation which are considered as imperative to development and peace. Based on the Strategic Plan, the SADC Parliamentary Forum seeks to be the Flag-Bearer of Democratisation and Socio-Economic Development for the SADC Region by enhancing the oversight, legislative and representational roles of Parliament at national and regional levels by involving Parliaments and citizens in the affairs of the SADC Region. In addition, the SADC-PF seeks to monitor and ensure the implementation of regional and international agreements in the Member States.
The project supporting SADC PF forms part of the broad GIZ SADC programme called Cooperation for the Enhancement of SADC Regional Economic Integration (CESARE) which aims to contribute towards the improvement of the necessary preconditions for regional economic integration in the areas of industrialization, trade as well as peace and security.
