Projektziel

The objective of this project is to assess Mozambique’s national procurement system with regards to its compliance with relevant EU procurement principles and public international law standards with a particular focus on the role of the Government of Sofala (GoS) and relevant district administrations, and to set up an effective vetting system that aims at monitoring and controlling the preparation and conduct of the tender procedures (relevant decisions and actions of all actors in this context) as well as the management of awarded contracts.

Erwartete Ergebnisse

Mozambique's national procurement system is assessed with regard to its compliance with European and international procurement Standards. Eventual loopholes are addressed via a vetting system. Both contribute to more efficient and fair management of resources for local sustainable development in the province of Sofala.

Zielgruppe

Primary target group is the provincial Government of Sofala (GoS) as well as six districts in Sofala province that will be supported in their capacities to manage tendering processes and awarding contracts. Indirectly all grant recipients as well as the local population will benefit from adequate procurement procedures and systems. The project is based on a request of the GoS to support them in analysing their procurement mechanisms to be used among others in the implementation of an EU and ADA financed project that aims at local development (for the consolidation of peace) in the Sofala region of Mozambique (6547-00/2020).

Maßnahmen

- Assessment of the national procurement regulations and practice of Mozambique and its compliance with basic European and public international law standards. Particularly with a view to ensure compliance with the general principles of EU procurement law, i.e. transparency, equal treatment, non-discrimination, proportionality, fair and effective competition, avoidance of conflict of interest, best value for money, use of tendering procedures.

- Based on such an assessment, set up a vetting/monitoring system that ensures compliance with basic European (and public international law) procurement principles and additional safeguards (as elaborated during ex ante assessment).

Hintergrundinformation

The project is a preparatory and accompanying step for implementing an EU financed project that aims at consolidating peace through local governance and early economic development in Mozambique (under the Annual Action Programme 2020, financed under the 11th European Development Fund). In the context of this project, ADA has been invited by the EU Delegation in Mozambique to accompany parts of the European Union’s efforts to support the implementation of Mozambique’s August 2019 Peace Agreement and early economic recovery. The implementation of this local development activity shall contribute to peace and reconciliation at local levels through socially inclusive, gender responsive and climate resilient livelihood improvements in six conflict-affected districts (namely Chemba, Maringué, Gorongosa, Cheringoma, Chibabava, Machanga) in Sofala Province.

Since ADA has committed itself to promote the use of country systems in project implementation, ADA plans to implement parts of this activity through local structures (the GoS and the six district Administrations) thereby making use of the national procurement system. In order to ensure that the national procurement system meets certain basic international standards (not only in the context of this project but also in order to ensure future reliability of the system), the procurement assessment will be conducted and the vetting system established for capacity development purposes.
