Projektziel


The overall purpose of the assignment is to support the water resources activities of the African Water Facility (AWF) and to ensure that climate change proofing is incorporated in all projects financed under the AWF.


Erwartete Ergebnisse


With the Austrian technical expert the Facility has evaluated new projects and monitored the existing projects on water resources management and climate change issues.


Zielgruppe


The technical expert will primarily support the staff members of the AWF including Management and Task Mangers (17 staff by end of 2018).

Moreover, the expert will directly support 1 staff from the African Ministers' Council on Water (AMCOW) and 15 staff from the African Development Bank (AfDB) from the Water Development and Sanitation (AHWS) and Climate Change (PECG) Departments of AfDB as per the networking component of the role.

The indirect beneficiaries include:

- AMCOW staff from the Governing Council (6)

- AfDB staff from Agriculture, Human and Social Development (AHVP) and PECG Complexes (30)

- AWF Project Beneficiaries (3)

- AWF Partners e.g. Global Water Partnership (20) and

- AWF Training (100) over 2018 as part of training on climate change for African institutions.

 


Maßnahmen


In the focal Areas of Climate change adaptation and mitigation, Water disasters Management, Climate change policy and action plans and Public awareness of climate change issues the activities to be undertaken include the following:

i. Participate in the Climate Change and Green Growth Network of the Bank Experts, mapping sector expertise, cross-fertilization, and exchange of views;

ii. Assist in the preparation of climate change policies, strategies, and action plans;

iii. Analyze climate change content of projects;

iv. Participate in policy dialogue to mainstream climate change mitigation and adaptation;

v. Provide input to operations teams on policies and strategies related to climate change;

vi. Provide guidance and advice on co-financing opportunities for climate change initiatives;

vii. Assist AWF Task managers in climate change mitigation and adaptation issues in their projects, particularly in the area of access to special climate change funds;

viii. Support the identification, appraisal and supervision of portfolio of projects related to climate change adaptation and mitigation.

The Secondee is also expected to contribute to the Project Cycle Activities, Partnerships, Framework Development of Policy/Strategy/Guidelines/Dialogue and Supervision & Monitoring.

 


Hintergrundinformation


The African Water Facility (AWF) is an initiative of the African Ministers’ Council on Water (AMCOW). Established in 2004, AWF supports a wide range of African institutions to address the increasing investment need for the development and management of water resources in Africa, towards meeting the Africa Water Vision 2025 targets and the Millennium Development Goals. The African Development Bank is hosting the Facility on the request of AMCOW.

The Facility has realigned its strategic priorities for the period 2017-2025 to better support its clients and for achieving greater impact. The overarching strategic objective for the period is to leverage investments through three strategic priorities, namely preparing bankable projects and programs for effective and sustainable investments; making investments that leverage additional resources for water projects; diffuse innovation; and provide evidence that encourages private stakeholders to invest; and facilitating an increase in the number of public and private investment opportunities beyond the reach of specific AWF-funded projects. The three strategic priorities are synergetic, mutually reinforce each other and together attract investments into the sector.
