A greater percentage of the citizens of the Free State like in most provinces in South Africa is characterised by issues of apathy (absence of motivation, energy, enthusiasm, interest), lack of information, knowledge and resources. On local level, communities experience frustrations through local municipalities, who although constitutionally obliged to ensure service delivery to the people who entrusted them to become their leaders, they fall short of doing so. All of these actions are as a result of lack of support by advocacy NGOs, who could facilitate dialogues between Municipalities, the people and Government, but most importantly because citizens may not have or be aware of clear-cut mechanisms of holding the Government of the day accountable.

To address the above, the Free State Rural Development Association FSRDA, the Free State Local Government Association FRELOGA and the Electoral Institute of Southern Africa EISA are going to use their existing facilities and resources, enhance them through this project and maximise its outreach programme in the Free State. 54 Communities will be trained through activities that highlight the need for democracy in the country, on how best to engage Government, including Local Government. Communities will be allowed the opportunity to discover the role they can play in the designing of Integrated Development Plans (including monitoring and evaluation processes through simplified versions of the Municipal Structures Act and mechanisms, processes and procedures for participation in municipal governance established in terms of this Act).

A team of 27 trainers will as a result train at least 54 Communities from the Free State in and before the next Local Government Elections scheduled end of 2005.
