Winterization Support to IDPs, Returnees and Host Communities in return Areas of Lugansk Region, Ukraine

As a result of the armed conflict in Ukraine, the situation of Internally Displaced People (IDPs) and returnees in Ukraine is deteriorating and the humanitarian needsare increasing. More than 300.000 people have been displaced throughout the country as of beginning of September. According to the State Emergency Service (SES) almost 50.000 people have returned to their homes. The government’s humanitarian response is limited due to budgetary constraints and access problems.
The objective of the project is that 500 particularly vulerable families (IDPs, returnees and host community) are able to better cope with the severe winter conditions and challenging living situation in the return areas of Lugansk region, Rajons of Popasna, Lysychansk and Pervomajsk.
The families will be supported through:
¿ Food parcels will be distributed to each of the 500 targeted households throughout 3 months. According to the ICRC standard for the Ukraine, each parcel secures the intake of 2.400 calories per day for the duration of one month for a household of 3 persons (on average). The cost of one food parcel is approx. 53 Euros.
The food parcels prevent the target population from resorting to negative coping mechanisms such as lower food intake which would have a particularly negative health impact over the winter season. At the same time this assistance accounts for the fact that food is not always readily accessible to the target population due to partial destruction of shops and the conflict-related movement restrictions in the area.
¿ Cash assistance for shelter repair. The 500 targeted households will also be assisted with a one-off cash assistance of EUR 180,- per household.
